Chief Customer Officer & Senior Assistant General Manager - Customer Service, Communications and Corporate Strategy

As Chief Customer Officer and Senior Assistant General Manager for Customer Service, Communications and Corporate Strategy, Joseph Ramallo leads a team of utility customer service professionals that serve LADWP’s 1.5 million customers, while spearheading department strategic planning. He oversees the Customer Service Division that includes customer program and implementation, operations of the customer contact center and customer service centers, meter services and field operations, key accounts, and revenue and credit management and billing. He also leads the Communications and Corporate Strategy Division with communications and community relations professionals responsible for corporate communications, media and social media relations, customer communications and marketing, creative services, and community and educational outreach.

In his more than 30 years of public service, Mr. Ramallo has directly served in the administrations of the Mayors of Miami-Dade County and the City of Los Angeles in senior policy and intergovernmental positions, and as staff to members of the Boards of County Commissioners in Orange County and Miami-Dade County, Florida. His career focus has been in communications, government relations, policy and grassroots advocacy on behalf of victims of crime and for the prevention of gun violence. 

In addition to receiving the 2023 Excellence in Public Power Communications for Print/Digital in 2023, the communications team he leads at LADWP has won four PRSA-LA Prism Awards, including Best of Show, and was the recipient of a PRSA National Bronze Award of Commendation for the Publications for LADWP’s Intake Magazine Aqueduct Centennial Issue.
