After three years of analysis by Department of Energy’s (DOE) National Renewable Energy Laboratory (NREL), the Los Angeles 100% Renewable Energy Study (LA100) is complete and confirms that a 100% renewable power system is achievable! And more importantly, LA100 also underscores that in order to achieve our goals and meet L.A.'s clean energy targets, we need your help. Customer participation in programs like energy efficiency, electric vehicles, and solar will be key to achieving a 100% renewable, or carbon-free energy future.

Advisory Group
LADWP convened the first meeting of the 100% Renewable Energy Advisory Group in June to launch this multi-year effort. The Advisory Group will play an essential role in helping to guide the 100% Renewable Energy Study, providing input and feedback based on the expertise, knowledge and resources of the organizations, institutions and/or constituent groups represented by members.
The Advisory Group is designed to reflect the diverse perspectives and expertise necessary to understand the challenges and possibilities for serving 100 percent of LA’s electricity demand with renewable energy. Advisory Group participants have expertise in the topics of:

- Economic development
- Energy systems

Research Partner
The National Renewable Energy Laboratory (NREL) is one of the U.S. Department of Energy’s 17 national labs tasked with tackling the critical scientific challenges of our time. These laboratories possess unique instruments and facilities, many of which are found nowhere else in the world. NREL is the only federal laboratory dedicated to the research, development, commercialization, and deployment of renewable energy and energy efficiency technologies. As a federally funded research and development center, NREL is a government-owned facility with a mission to provide credible, science-based, unbiased support to organizations with energy-related challenges. NREL will be tasked with conducting an objective economic and reliability analysis of options for reaching 100% renewable energy. Because of the unique nature of the study—there has never been a comprehensive analysis of an electric grid as large and comprehensive as LA’s power system to reach 100% renewable energy—research partnerships will be formed with renowned energy experts to assist in various analyses as necessary.

Once-through-Cooling (OTC) Study
Under the Federal Clean Water Act, LADWP is required to eliminate the use of Once-through-Cooling (OTC) at its coastal generating stations, following an extended timeline negotiated with the State Water Resources Control Board. Recognizing the need to reduce all fossil fuel power generation, LADWP is reassessing plans to repower its natural gas generating units until completing a system-wide, in-depth and independent study. The OTC Study will analyze the necessity for repowering and identify all viable alternatives that are environmentally responsible while still meeting reliability standards. The OTC Study is being conducted concurrently with the 100% Renewable Energy Study. Progress and results will be shared with the Advisory Group. Preliminary results are expected in summer 2018 and final results in mid-November 2018.
Council Motions and pLAn
At the request of Mayor Eric Garcetti and the Los Angeles City Council, LADWP launched the LA100 Study to determine what investments should be made to achieve a 100% renewable energy supply. Over the course of the study, LADWP worked with local academic institutions to examine the potential for high quality careers and local hiring programs that must be performed to modernize the city’s electric system infrastructure.
