The State of California has created two relief programs to assist some customers who fell behind on their utility bills due to the COVID-19 pandemic:

  1. California Arrearage Payment Program (CAPP)

  2. California Water and Wastewater Arrearage Payment Program (CWWAPP)

LADWP has received millions of dollars in state assistance funds for both the CAPP and CWWAPP efforts. The funds were applied as automatic credits to eligible customers’ bills. Eligible customers could see the amount of their credit on their utility bill or when logged into their online LADWP account.

The State of California assistance funds received are as follows:

CAPP 1.0 $202,753,212.80
CAPP 2.0 $76,068,416.41
CWWAPP 1.0 $128,639,700.09
CWWAPP 2.0 (Extended) $124,994,137.08

These bill credits helped to address customer debt accumulated between March 2020 to December 2022.

LIHEAP helps low-income households who pay a high portion of their income on energy bills. This program recently received nearly $500 million in new federal funding.
