Zoraya Oliver-Griffin
Zoraya Oliver-Griffin is the Chief Resiliency and Emergency Management Officer of the Los Angeles Department of Water and Power, the nation’s largest publicly owned water and power utility. She assumed this leadership role in November 2024.
As LADWP’s Chief Resiliency and Emergency Management Officer, Ms. Oliver-Griffin heads the Department’s diverse emergency management organization, which is responsible for developing, implementing, and managing the emergency preparedness, planning, response, recovery, and business resumption programs. She has oversight of the development, implementation, and management of comprehensive emergency preparedness strategies; assists with vulnerability assessments and mitigation strategies; and leads the construction and operation of a state-of-the-art Department Emergency Operations Center. Her responsibilities also include leading the Department’s LA28 Program Office. Ms. Oliver-Griffin conducts extensive liaison with federal, local, and state Offices of Emergency Services and other governmental agencies.
Ms. Oliver-Griffin comes to LADWP from Sempra Infrastructure, where she most recently served as Director of Joint Venture Management for Gulf Coast LNG Operations. Prior to that role, she served as San Diego Gas & Electric’s Senior Manager of Emergency Operations & Resiliency, with expertise in system resiliency, field operations, gas and electric infrastructure, wildfire mitigation, and emergency response.
Throughout her more than 20 years in the energy industry with Sempra Energy and San Diego Gas & Electric, Ms. Oliver-Griffin’s experience spans gas operations, safety services, emergency management, crisis communications, and wildfire and climate resiliency, and she has led and accelerated programs in emergency management, operations, and joint venture management.
Ms. Oliver-Griffin earned her B.A. degrees in Industrial/Organizational Management and Business Administration from Pepperdine University and studied law at Thomas Jefferson School of Law. Born and raised in San Diego, Ms. Oliver-Griffin enjoys hiking, beach volleyball, travel, reading, and spending time with her husband, two daughters, and extended family.
