Benchmarking Application

  1. Where can I find the LA City Building ID (BID) or CEC Benchmarking Reference Number (BRN)?

The LA City BID can be found by visiting ATLAS or contacting LADBS at [email protected]
The CEC BRN can be found by visiting CEC or contacting CEC at [email protected].

  2. Is a BID or BRN required to Benchmark?

A BID or BRN is required to create the data exchange with the ENERGY STAR® Portfolio Manager® (ESPM) which allows you to benchmark your building’s energy and water consumption.

  3. If we own multiple properties, do we need to submit separate applications?

Yes, separate applications are required if each building has its own Building ID.

  4. When do I need to submit Proof of Ownership?

Proof of Ownership is required when the building has fewer than 3 commercial active utility meters.

  5. What Proof of Ownership documentation is acceptable?

Acceptable documentation is an electronic copy of the current Deed, Title Report, or most current Property Tax Statement.

  6. Where can I find the Property Admin ID?

LADWP will provide the requestor their Property Admin ID when the application process is complete.

LADWP Data Usage Information

  1. I completed the application process, but I cannot find my Property Admin ID.

Submit an email to [email protected] requesting the information. If you are the party assigned, the Property Admin ID will be provided. Do not submit another application.

  2. The utility data usage has stopped updating. Am I no longer the Property Administrator?

After the benchmarking application process is finalized, the applicant is designated as the Property Administrator. However, if a new benchmarking application is submitted for the same building, the latest applicant takes over the role. If you are a third-party representative, speak with the owner.

  3. How can I obtain data that extends beyond the standard 5-year timeframe?

The aggregated data share is automatically preset to 5 years. For data past this date, contact the LADWP Customer Contact Center at (800) 342-5397 to request copies of bills.

  4. Does the LADWP Building Benchmarking Team provide billing data as well?

Benchmarking aggregate data does not include billing information. For billing information, please contact the LADWP Customer Contact Center at (800) 342-5397.

ENERGY STAR® Portfolio Manager® (ESPM)

  1. After my application has been completed, how soon will aggregate energy usage data be available?

Energy usage data automatically syncs between LADWP and ESPM twice a day at 8:30 am and 1:30 pm PST.

  2. Can LADWP help me create a property profile on ESPM?

LADWP is not affiliated with ESPM and is unable to support. Helpful links can be found at LADBS or directly from ENERGY STAR® Portfolio Manager®

  3. Why is there an overlap in data?

It is possible that two connection requests were made for the same meter. To resolve the issue you must delete, recreate and reshare the meters, to update the data.
    Learn how to delete meters.

  4. Why do some months reflect no usage on ESPM?

LADWP reads meters monthly for commercial buildings or bimonthly for multi-residential buildings. Data is reported to ESPM monthly, accounting for the gap every other month. This will not impact benchmarking compliance requirements; the annual is a true reflection of the overall aggregated data.
