Project Description
The Scattergood to West LA – Sawtelle (SWLA) Modernization will replace one underground transmission circuit (cable) that runs through sections of West Los Angeles. This circuit is an important part of the Los Angeles Department of Water and Power’s $4.5 billion Power Infrastructure Plan to accelerate the pace of replacing again infrastructure.
The existing underground transmission cable will be removed and replaced with 11.5-miles of new and improved cable to support the Western Los Angeles area and Los Angeles World Airports (LAWA). Once the new cable reaches Pershing Receiving Station (RS-X), it will become two circuits.

Construction Details
The Scattergood-Pershing Circuits A/B will connect Scattergood Generating Station (SGS) to the new Pershing Receiving Station (RS-X), which supports LAWA. The Olympic-Pershing Circuits A/B will connect the existing Olympic Receiving Station (RS-K) to RS-X.
The old circuits will be pulled out through the underground vaults and new circuits will be fed through conduits under the streets that were previously installed. All street work will take place within existing LADWP maintenance substructures and will not require digging or excavation. Some construction activities will take place within the property boundaries of the Scattergood Generating Stations RS-K, and RS-X. This work will not impact water or power service in this area.
Construction Schedule
Phase 1 of construction began in November 2021 and was completed in January 2023.
Phase 2 of construction began in November 2023 and will be completed in March 2024.
Hours of work will be from 7 a.m. to 7 p.m., Monday through Saturday.
Work will be intermittent throughout the alignment.
Environmental Impact Report
In spring 2012, LADWP prepared a Draft Environmental Impact Report (EIR) for the Scattergood Olympic Transmission Line. It was approved by LADWP Board of Commissioners on July 17, 2012. The conduit through which the new SWLA circuits will be run was approved under this EIR. The SWLA was exempted from conducting an EIR since the new circuit is replacing the old one.
