Project Description
The Franklin-Argyle Underground Power Transmission Project is an urgent project necessary to repair underground power lines and equipment near the intersection of Franklin Ave. and Argyle Ave. in Hollywood.
The damaged lines pose no danger to the general public. We need to complete the necessary repairs and equipment upgrades as quickly as possible before the rainy season begins in order to preserve the reliability of electric service in the area. Planned outages will take place at the conclusion of the project to energize the upgraded equipment.
Work on this project will consist of upgrades of existing infrastructure as well as construction of three new underground vaults and related conduit, cable, and circuit switching equipment. Multiple LADWP crews will work concurrently to complete this work as quickly and safely as possible.

Construction will take place along a stretch of Franklin Ave. between Argyle Ave. and Canyon Dr. In order to complete this project as quickly and as safely as possible, work will occur seven days a week for a period of two to three months. Work hours are M-F 7:00 a.m. to 5:00 p.m. and on Sat. and Sun. from 7:00 a.m. to 7:00 p.m.
During work hours, traffic will be reduced to one lane in each direction on Franklin Ave. along that stretch. Traffic will be returned to normal at the end of each work day. All parking on Franklin within the work area will be restricted. Traffic Control Officers will be posted at intersections to help keep traffic moving. Electronic message boards will be in place to notify motorists of the work. Deliveries and emergency services will continue as normal. Driveway access will not be affected.
