Project Background

The Balboa-Rinaldi Line 2 is an important part of LADWP’s $4.5 billion Power Infrastructure Plan to accelerate the pace of replacing aging infrastructure. The project includes installation of new overhead and underground infrastructure in the North San Fernando Valley community of Granada Hills.

The 3-mile stretch will reinforce existing infrastructure to enhance power system reliability in the north San Fernando Valley. Routine equipment testing in this area has shown that the existing transmission line, which first entered residential service in the 1960s, needs to be supplemented to avoid power outages in the area. Required to comply with federally mandated power reliability standards, the project will improve system flexibility and efficiency to better service Granada Hills, Mission Hills, and the Knollwood area.

Construction Information

Construction on the Balboa-Rinaldi Line 2 project begins on Gaynor Avenue, South of Rinaldi Street. Underground trenching work will then continue west on Rinaldi Street and then north on Balboa Boulevard for approximately 300 feet. At this point, the project transitions to an overhead line – connecting newly installed steel poles – and continuing to Woodley Avenue.

As part of this project, LADWP installed three underground vaults, located on Rinaldi (just east of Balboa).

Construction Schedule

  • November 2018 through April 2019
  • Construction work is scheduled from 9:00 a.m. to 4:00 p.m., Monday through Friday.
  • Some Saturday and extended hours may be necessary.
