Overview
Most commercial electric rates are based on the following criteria:
- Season: High season (June – September) or Low season (October – May)
- Demand: Facilities Charge based on the highest demand recorded in the last 12 months, Demand Charge based on maximum demands recorded within the applicable rating periods.
- Consumption: Amount of electricity used in each applicable rating period
If your billing read dates cross over from low season to high season, or from high to low, your costs will be prorated based on the number of billing days in each season.
All commercial rates include a monthly service charge. Some rates include additional charges (e.g. a Reactive Energy Charge) or discounts (e.g. an Electric Vehicle Discount).
Electric Rates Ordinances
The rates charged and collected by the LADWP for electrical energy distributed and for service supplied to its customers are approved by City of Los Angeles ordinances.
The current rates include the costs from (1) Electric Rate Ordinance plus the costs from (2) Final Incremental Electric Rate Ordinance. The total of the two Ordinances are summarized in (3) Electric Rate Summary.

For commercial customers, there are several different rate schedules.

Commercial customers having a maximum demand of less than 30 kW in the last 12 months are served under Small General Service Schedule A-1.
Primary Service Schedule A-2 is applicable to service delivered from the LADWP’s 4.8kV system and with a 30 kW demand or greater, the highest demand recorded in the last 12 months.
Subtransmission Service Schedule A-3 is applicable to service delivered from the LADWP’s 34.5kV system and with a 30 kW demand or greater, the highest demand recorded in the last 12 months.
Transmission Service Schedule A-4 is applicable to service delivered by the LADWP from 138kV or above and with a 80 MW demand or greater.
Residential Multi-Family Service (Mobile Homes) R-3 is applicable to master-metered residential facilities and mobile home parks, where the individual single-family accommodations are privately sub-metered.

AMP is applicable to services with energy usage resulting from Merchant Ships participating in the Port of Los Angeles (POLA) Alternative Maritime Power (AMP).
AMP-B is applicable to services with energy usage resulting from Merchant Ships with Maximum Demand of not less than 7 megawatts (MW) per month participating in the Port of Los Angeles (POLA) Alternative Maritime Power (AMP).
XRT-2 is applicable to service with 250 kW demand or greater and served from the Department’s 4.8kV system, which may be delivered through the same service in compliance with the Department's Rules.
XRT-3 is applicable to service with 250 kW demand or greater and served from the Department’s 34.5kV system, which may be delivered through the same service in compliance with the Department's Rules.
XCD-2 is applicable to General Service which may be delivered through the same service in compliance with the Department's Rules. Applicable to service with an average consumption exceeding 500,000 kilowatt-hours per month and served from the Department’s 4.8kV system.
XCD-3 is applicable to General Service which may be delivered through the same service in compliance with the Department's Rules. Applicable to service with an average consumption exceeding 500,000 kilowatt-hours per month and served from the Department’s 34.5kV system.
CG-2 is applicable to any Electric Service provided by the Department where a customer-owned electrical generating facility is interconnected with the Department’s system for Parallel Operation and in compliance with the Department’s Rules AND loads that are served from the Primary Distribution System and which would normally be served under General Service Schedules A-1 and A-2.
CG-3 is applicable to any Electric Service provided by the Department where a customer-owned electrical generating facility is interconnected with the Department’s system for Parallel Operation and in compliance with the Department’s Rules AND loads that are served from the Subtransmission System and which would normally be served under General Service Schedule A-3.
Businesses may qualify for a Business Promotion (BP) Rider if the company has new load which is defined as load with not less than 100 kW demand served at 4.8 kV or above. This promotion is available to General Service Commercial and Industrial customers with permanent electric service who have not previously been a Department customer.
How Time-of-Use Works
Time-of-Use rates are based on the time of day that you use electricity. During the base hours, when customer use is low, your price will be lower than the standard (non-Time-of-Use) commercial rate. Prices during the low peak hours are slightly higher than standard rate. In the high peak hours, the cost to supply energy is the highest, and it will cost more than the standard rate.

CEC Load Management Standards
The California Energy Commission (CEC) Load Management Standards require California’s large electric utilities and community choice aggregators to provide residential and commercial customers access to time-dependent electricity rates and programs designed to better align electricity demand with the availability of renewable energy resources.
